A new study reveals a stark divide in Germany’s ability to attract skilled foreign workers, with eastern states lagging far behind their western counterparts. In Berlin, Bremen, and Hamburg, nearly one in four skilled workers now comes from abroad, while the five eastern states — Brandenburg, Mecklenburg-Vorpommern, Saxony, Saxony-Anhalt, and Thuringia — show significantly lower rates of international recruitment. The findings underscore a growing regional imbalance in Germany’s labor market, where an aging population and persistent skills shortages make foreign talent increasingly vital. The study, conducted by the German Economic Institute, analyzed data from the Federal Employment Agency covering all employees subject to social security contributions. It found that in the western city-states, the share of skilled workers with foreign citizenship reached 24 percent in 2023. By contrast, in the eastern states — excluding Berlin — the figure stood at just 6 percent. Even when including Berlin, which is geographically located in the east but culturally and economically aligned with the west, the eastern average barely rises to 11 percent. Researchers attribute the disparity to a combination of factors, including weaker economic structures, lower wages, and a less welcoming environment for immigrants in the east. Many eastern regions lack the international schools, expatriate communities, and multilingual services that skilled migrants often seek. Additionally, far-right political movements have gained stronger footholds in the east, potentially deterring foreign workers who might fear discrimination or social exclusion. The consequences for eastern Germany’s economy are already visible. Companies in sectors such as engineering, healthcare, and information technology report growing difficulty filling vacancies. With the native-born workforce shrinking due to low birth rates and retirement of the baby-boom generation, the region risks a long-term decline in competitiveness.
